Playing with the Aperture or F/stop will just give you brighter/darker stars/sky and not affect the trail.

It's more about avoiding star trails than it is about getting the "correct" exposure.
The exposure times given are just a guide for different lattitudes and areas in the sky for un-tracked astrophotography purely to avoid star trails.
Using that time, you can play with the ISO and f/ratio to experiment for the best exposure.
